This is to inform members that the Department of Commerce, Government of India has decided to grant Green Channel facility providing deemed registration status and waiver of pre-dispatch inspection. It has also been decided to simplify registration process and acceptance of the stores against DGS&D Rate Contract. The detailed guidelines in this regard are contained in Correction Slip No. 36 and 38 respectively both dated 18-12-2012 to DGS&D Manual, which are available on DGS&D website www.dgsnd.gov.in (under heading DGS&D Manual).
Green Channel Policy would entitle the eligible PSU’s Indian and Foreign Firms including their wholly owned subsidiary or authorized agent / Channel Partner to bid competitively and obtain DGS&D Rate Contract and allow them to self-certify their product for the required quality dispensing with the requirement of registration and pre-dispatch inspection by DGS&D. It is a dynamic process, open at all times on a continuous basis. Interested applicant firms fulfilling the prescribed eligibility criteria can apply for grant of Green Channel facility in the prescribed format which is available on DGS&D aforesaid website.
As regards registration and acceptance of the stores against DGS&D Rate Contracts, it would be sufficient to consider the products of requisite quality for acceptance and registration without insistence for any further testing if the products have satisfactory test reports from International Laboratory Accreditation Corporation (ILAC) or their worldwide affiliated / recognized labs or NABL approved Labs.
The above steps taken by the Government to ensure greater transparency and reduce transaction costs, would be beneficial to both the Industry and Government user Departments.
