Haryana’s industrial policy will encompass structural and
procedural reforms and will be country’s most competitive policy. The draft
will be released soon.?
In line with Minimum Government & Maximum Governance, Haryana
is simplifying all compliance procedures and is bringing self certifications.
“Digitization and online records are priority and the roadmap with
fixed timelines has been made. All services will be available online in a
transparent manner”
said Capt Abhimanyu, Minister, Finance,
Industry & Commerce Government of Haryana while addressing CII’s Conference
on Manufacturing ‘Explore, Innovate Collaborate’ in Gurgaon on 14 May 2015.
He said that the industrial policy will encompass structural and
procedural reforms for strengthening industrial growth in Haryana and the
government is committed to deliver on vital scales of ease of doing business
scale.
The minister lauded CII for taking up cause of both industry and
society. He acknowledged the dip the manufacturing sector has faced and ensured
that government is ensuring initiatives to galvanize the sector. The
industrial policy will encompass structural and procedural reforms and the
government is committed to deliver on vital scales of ease of doing business
scale.
He emphasized that there is a dire need to cleanse the system of
governance in the state and they are committed to bring transparency with
minimum government. He announced that the procedural reforms would reduce the
stages of file clearances by a major percentage. He also shared that the tax
reforms will be introduced and all the forms will be made online including
C-Form within a few days.
Responding on Industry’s concern on Haryana’s stand on GST, he
said that Haryana is committed towards introducing GST in the state once the
bill is passed, however, it is his duty to represent State’s concern at the
appropriate forum but would like to bring GST by April 2016.
He shared that the Haryana government is working towards simplifying
the procedures and will be promoting self certification for compliance related
procedures. The verifications and checks would be conducted by third party
panel of experts. The government would have to take a role of regulator only in
cases on non- compliance.
It was shared that KMP expressway would be complete in 2.5 years
and the Palwal Manesar stretch would be functional in 9 months. Zones like
Manesar face challenges like mass transportation and government would welcome
PPP model for finding solutions.
Mr Rajiv Gandhi, Vice Chairman, CII Haryana State Council &
Executive Director – Plant, Maruti Suzuki India Ltd said that With our Hon’ble Prime Minister’s Focus on
“Make In India”, India is all set to become a global hub in manufacturing in
times sooner than later. The manufacturing sector has seen signs of revival in
the last 2 quarters after a decline for past couple of years
Government of Haryana has further strengthened the belief in this
mission by initiating the work on a new progressive Industrial Policy which
would help in retaining and attracting investors in the state. We are glad that
government has positively accepted the recommendations submitted by CII for the
policy; especially the labour reforms in acts like Industrial disputes act, factories
act etc, Single window system, strengthening MSMEs through cluster development,
district level grievance redressal body and promotion of use of non
conventional sources of energy like solar energy
Mr Gaurang Pandya, President, Building & Industrial Systems-
India Region, United Technologies India Pvt Ltd said that there is a need to focus on priority
reforms and work on them with fixed timelines. Ease of doing business is
essential for bringing investments to the state and reforms like implementing
GST will add lot of value as an investment destination. Industry and government
needs to work together to ensure overall development of the state. He also said
that Transparent Labour machinery will play essential role in attracting
investments in the state.
He added that economic environment in China is declining and
global opportunity in India is hence increasing.
Mr Vineet Garg, Managing Director – HSIIDC, Government of Haryana
said that The Industrial Policy will
focus on Facilitation for industry and transparency.
He shared that HSIIDC has introduced all systems on online for
bringing transparency to the procedures and Allotment of plots will also be
introduced online and post allotment procedures will be launched by 30 June 2015
Mr Sameer Munjal , Chairman, CII Haryana State Council &
Managing Director, Satyam Auto Components Ltd said that Although various amendments and revision in
National Policies will make way for writing new growth story, it is State
federalism and Competitiveness that will pave the way for local policies to
really bring growth in their respective states. The local policies with
incentives and overall ease of doing business parameters like single window
clearance, labour laws, quality and affordable power, land banks and development
of new industrial areas, skill development and roads will attract business
expansions and new investments. I am sure that new Government in Haryana will
leave no stone unturned to make Haryana competitive at not only local level but
at global scale.
