Preventive Vigilance is Key to Address Corruption: Chief Vigilance Commissioner

Preventive Vigilance was the key to improve Governance and curb corruption in the country, as per Mr. K V Chowdary, Chief Vigilance Commissioner of India. Addressing the Session titled ‘Delivering Better Governance: How do we stop Corruption’ during the CII Annual Session 2018, Mr. Chowdary highlighted few key issues that were responsible for the prevalent level of corruption in the country. One of the foremost was the pressure to increase the speed of doing business, which, in turn gives rise to a chain of intermediaries.

Another contentious issue was discretion in implementation of rules, which breed subjectivity. The absence of Standard Operating Procedures (SoPs) at Institutional level was also partly responsible for inability to deal effectively with corruption. Lack of central database also hampers the efficiency of law enforcement agencies to deal with corruption. In the end he opined that regulatory mechanisms are not always required at every step to address corruption in the country. Operational mechanisms can also be used to curtail corruption on a day-to-day basis.

According to Mr. Chowdary, the Government has been taking a series of steps to address the above-mentioned and other key issues on a systematic basis and ramifications are already being felt. Going forward, the need of the hour was to develop a comprehensive Secure Whistle-blower Mechanism and involve people by making them incrementally aware of the intricacies of corruption.

Earlier, in his opening remarks, Mr. Dhruv V Sawhney, Past President, CII brought out the fact that Corruption and Governance began at home and hence specific to the individual.
