Situated on the Coromandel coast, about 160 kms south of Chennai, lies the Union Territory of Puducherry. The French ruled this territory for 300 years, and today, it stands as a living monument of the French culture in India. It is bound on the east by the Bay of Bengal and on the other three sides by the South Arcot District of Tamil Nadu. About 150 kilometres south of Puducherry, on the east coast, lies Karaikal, while Mahe is situated on the Malabar coast. Yanam is situated in the adjoining East Godavari district of Andhra Pradesh.
Puducherry traces its origin to Saint Agasthya, the revered sage of the south. The excavations near Pondicherry reveal that a Roman settlement existed here, 2000 years ago. It was also the site of many a battle between the British and the French, and was the capital of French India, before it attained its independence.
This restored, attractive, former French colony exudes a Mediterranean aura with its chic streets, elegant houses, ornamental gardens and the Hotel de Ville. Being a small and quiet enclave of Tamil Nadu, it has imbibed the Tamilian culture. Apart from the charming atmosphere, excellent restaurants and cheap beer, what attracts most travellers to Pondicherry is the Sri Aurobindo Ashram and its offshoot, Auroville, 10 km outside town. The ashram, founded by Sri Aurobindo in the year 1926, has brought international reputation to this coastal town. The ashram, the spiritual tenets of which combine yoga and modern science is quite popular within India and abroad.
Festivals of Puducherry differ from the rest of India, for the French influence still persists prominently here. Masquerade, held in March - April, is a popular mask festival, during which brilliantly costumed and masked people of Pondicherry, dance down the streets to the music of trumpets and accordions. During the Eve of the Bastille Day, retired soldiers parade the streets in war finery, singing the French and Indian National Anthem. French is still widely spoken, and the seaside villas and the cobbled streets are more reminiscent of the south of France than the south of India.
With a small industrial inheritance of 3 textile mills Puducherry has come a long way. Now it has 7553 industries representing a cross section of industries.

Seven well established industrial estates with comprehensive infrastructure facilities propelling the Industrial growth of Puducherry.

Spectacular performance at export front. Principal export items are Leather, Chemicals, Textiles and Metallic products.

Government of Puducherry also provides very good infrastructural facilities of roads, electricity and water supply.

INDUSTRIAL POLICY

The policy takes note of the fact that the Union territory of Pondicherry has come a long way since its merger with the Union of India in 1954. The present status of Industrial progress is highly encouraging and the territory is poised for another phase of industrial growth.

The policy is based on the following objectives:

(i)To promote sustainable industrialisation in the territory;
(ii) To improve the standard of living and quality of life of the people of the Union territory;
(iii) To conserve the environment of Pondicherry for sustained and rapid industrial growth;
(iv) To participate in the globalization of the economy with greater exports and imaginative imports;
(v) To take advantage of the special features of Pondicherry including its heritage and culture; and
(vi) To ensure balanced industrial development in all the regions of the territory.

INDUSTRY STRENGTH
Puducherry is already known as “Hardware capital of India”. Almost all the majors in the Hardware industry such as Lenovo, Acer, WIPRO, HCL, HP have set up their unit in Puducherry.

POWER SCENARIO AND AVAILABILITY
The Union Territory of Puducherry consists of four enclaves which are widely scattered in the three Southern States viz Puducherry and Karaikal enclaves in Tamil Nadu, Mahe enclave in Kerala and Yanam enclave in Andhara Pardesh. Puducherry which is the headquarters of the Union Territory is located 160 Kms down South of Chennai while Karaikal is located further down South at about 160 Kms from Puducherry. Mahe is located horizontally opposite to Puducherry on the Western coast at about 647 Kms from Puducherry and 58 Kms from Kozhikode, 24 Kms from Kannur in Kerala State. Yanam is located up North of Puducherry on the eastern coast at about 870 Kms from Puducherry and 24 Kms from Kakinada.

The requirement of Power for the Union Territory is met from the allocation of Power from various Central Generating Stations (CGS), purchase of power from neighbouring State Electricity Boards and from the State owned Pondicherry Power Corporation which is running a 32.0 MW Gas based power plant in Karaikal region.
 
Key Initiatives / Information
 
In continuation to the Job Oppurtunities Mela conducted by Confederation of Indian Industry (CII), Puducherry with the support from Dept. of School Education , Govt. of Puducherry on 18th April 2010, the Hon’ble Chief Minister of Puducherry, Mr V Vaithilingam issued the Appointment Letters to the 64 Vocational Stream Students of the Govt. Higher Secondary Schools in Puducherry, who have been recruited by RAJSRIYA AUTOMATIVE INDUSTRIES PVT. LTD., Hosur, on 26 April 2010.
 
The objectives of the Conference are to facilitate knowledge flow by working with international organisations through bi-lateral/multi-lateral cooperation mechanisms, know the effects of high technology on internal security; forging partnerships for collaborative research and product development with Indian industry and interacting with the government to establish policy. The conference shall pave way for collaborative industrial product development, exploring new markets and mutual investment opportunities. The conference could play a vital role in understanding the current security requirements with reference to businesses and other societal requirements.
 
CII established the College Excellence Cluster Programme in Southern Region to enable high frequency, qualitative interaction between academic institutions and industry. This platform aims to bridge the various gaps between academia and create a model through which colleges can work with industry and provide students, teachers and the college community with an exposure to current industry environment and practices. This initiative would allow the colleges to benchmark themselves and engage with industry. This could also provide colleges with an opportunity to involve themselves in projects, research and development with industry thereby strengthening their institution and providing industry with value addition in the form of academic research.
 
The United Nations Industrial Development Organization (UNIDO) established in India an Industrial Subcontracting and Partnership EXchange (SPX) in 2007. SPX is a technical information and matchmaking centre for industrial subcontracting, supply chain management and partnerships between buyers and suppliers, aiming at optimizing the manufacturing capacities and capabilities of the affiliated enterprises.
 
CII is partnering with UNIDO’s Consolidated Project for SME Development in India. It is an Italian Funded Project implemented by UNIDO in partnership with the Ministry of Micro Small and Medium Enterprises (MSME). The project in Southern Region on Investment and Technology Promotion focuses on three sectors: Auto components, Leather and Footwear.
 
Consulting / Advisory Services
 
CII assist member companies towards preparation of Project Proposals using the Company Project Profile (CPP) Software developed by UNIDO for associations. It covers all the critical parameters that are required in a project proposal that are sought by the evaluators. It is a tool standardized by UNIDO after long years of experience in the international market.
 
CII offers Feasibility Analysis and Reporting Services for MSMEs to enable MSMEs to prepare proposals for funding or Joint Ventures. This service is being provided using a Computer model for Feasibility Analysis and Reporting (COMFAR) software developed by UNDO. This software permits the user to simulate the short- and long-term financial and economic situation of investment projects. The software facilitates the analysis of industrial as well as non-industrial projects, whether new investments, rehabilitations, expansions, joint venture or privatization projects.

CII Awards & Recognitions
 
This award is instituted inorder to motivate workers among member companies to form quality circles within their company and also to provide them a forum to exchange their ideas and share their experiences.
 
The Leadership and Excellence Award in Environment Health & Safety (EHS) Award was instituted in the year 2002. The aim is to recognize, motivate and facilitate corporates to adopt innovative practices in EHS.
 
CII Puducherry instituted QC Circle Award for Operators for the first time in 2004 in Puducherry and organised the first Puducherry State Level QC Circle Competition for Operators among Member industries for their participation to promote and share the best practices that they are following in their companies. The objective of the Competition is to provide a unique opportunity to motivate workers to form quality circles within the company and also provide them a forum to exchange their ideas and share their experiences.
 
QC Circles play a very important role in involving a wide cross section of employees for improving quality within an organization through participation. In an effort to spread the awareness of the need to Total Quality Management among membership in the Southern Region, CII has been conducting the Quality Circle Convention in the southern region for the last 22 years. The Regional Convention, which is an annual feature, is a build-up of the State Conventions that take place throughout the year as part of CII’s continuous thrust towards strengthening the quality movement in India. The convention provides a unique opportunity to motivate Workers to form Quality Circles within the organization and facilitates the exchange of ideas and sharing of experiences on various approaches to problem solving through Quality Circles. Each team participating at the convention would be make presentations of their QC Stories to the jury. The first three winners at the Regional Competitions would participate in the CII National QC Circle Convention.
 
5S is a five-step technique for creating and maintaining a good housekeeping at workplace, which makes it free of clutter, well-organized and clean. Once fully implemented, the 5S process can increase morale, create positive impressions on customers and increase efficiency and organization. The effect of 5S on continuous improvement can lead to less waste, better quality and faster lead times. All of which make an organization more profitable and competitive in the market place.
 
Kaizen (Japanese for "improvement" or "change for the better") is a philosophy or set of practices that focus on continuous improvement of processes in manufacturing, engineering, supporting business processes, and management. The Kaizen concept stimulates productivity improvement as an ongoing process in companies. The Kaizen Competition of CII Southern Region is organized every year to recognize and encourage member companies which give importance to continuous improvements through Kaizens. The competition is conducted for operators and supervisors of member companies from manufacturing and service sectors. In order to encourage competitiveness through Kaizens among small scale industries, a special recognition is given for the best small scale organization which participates in the competition. The competition awards member companies who have adopted Kaizens not only at the shop floor but also from the office area, scrap yard, stores etc.
