8th India Health Summit:"Universal Healthcare – Addressing the Unfinished Agenda"

a)      Mr. Montek Singh Ahluwalia, Planning Commission Deputy Chairman said that the Indian healthcare sector needs new models of public-private partnership, if the goal of universal healthcare is to be realised. He said that it was the lack of adequate human resources and not just investment that was preventing universal access to healthcare services. Conceding that investments in the sector had so far been targeted at urban agglomerations or metros only, he urged the industry to look at PPP models that balance the roles of the public and private sector in a cost-effective manner.

 

b)      Dr. Naresh Trehan, Chairman, CII National Committee on Healthcare, pointed out that the government should come up with a clear regulatory framework on the terms and conditions for setting up new medical colleges if it was to meet the existing manpower deficit. “While the government has extended several benefits to the industry for expanding in the hitherto underserved areas, a major area of concern was the lack of suitably trained manpower.”

 

c)     Mr. Analjit Singh, Chairman, Max India Ltd, said that while concerns over the lack of adequate infrastructure were right, growth in the healthcare industry was linked to increased awareness, incentives to the health insurance industry and suitable development of the PPP model.

 

d)    Mr. Harpal Singh, Chairman-Emeritus, Fortis Healthcare (India) Ltd, said that new collaborative mechanisms were needed between the public and the private sector as the existing models of sustainable healthcare for all were not working. “Today, the aspirations of the public had changed from seeing healthcare as a sign of affluence to one of entitlement. It is time that the industry places greater emphasis on developing innovative healthcare delivery systems that look at equity, access and costs, both of drugs and treatment procedures.”

 

e)      Dr. Devi Prasad Shetty, Chairman, Narayana Hrudayalaya, said that the health sector was the true driver of a country’s economy and it had the potential to become the largest employment generator. “However, process innovation is the key to making healthcare accessible by all.”

 

f)       Mr. G Srinivasan, Chairman and Managing Director, United Insurance Co, said that accreditation of hospitals would help a great deal in addressing these issues and the government on its part could evolve a system of categorization of hospitals, based on their capacity, specialisation and location.

 

g)    Mr. Shivinder Singh, Managing Director, Fortis Healthcare Ltd, advocated a healthcare model for the country where the government is a major player, the private sector is the provider and there is strong regulatory body overseeing the implementation of proper service-level agreements.

 
Description

Today India’s writing a new chapter of progress with a diversified production base, a robust scientific community, and an impressive IT sector. Indian hospitals are recognized globally for being at the forefront of providing low cost high quality care.

 

However, India’s record in expanding social opportunities has been uneven. The health and nutritional status of children and women remained poor, there is a dual burden of communicable and lifestyle diseases and India is routinely ranked among countries performing weakly on overall health performance and is ranked 134 among 182 countries on Human Development Index (HDI). Even today, patients travel large distances to access medical facilities resulting in huge financial and physical burden. Although varied healthcare delivery formats have come up in the recent years, access has not yet percolated to the rural and semi urban areas.

 

Substantial achievements have occurred in the improvement of health in India in the last sixty years, characterized by the doubling of life expectancy, reverse brain drain and development of world class medical institutions acknowledged by coveted institutes around the world. Nonetheless, India has one of the most commercialized and fragmented health systems in the world, where world class care is greatly outweighed by unregulated poor quality health services. Low public spending on health has resulted in high private out of pocket expenditure, which is among the highest in the world. Healthcare is become an important cause of household impoverishment and debt and access to appropriate, adequate and affordable health care remains an unanswered question.

 

The 8th India Health Summit addressed some of the issues like increasing accessibility and affordability, scarcity of skilled healthcare resources, overhaul of regulatory framework, appropriate models of financing Indian healthcare and paves the way for universal healthcare in India.
