Empowering Youth, Enabling Growth: Government Unveils Vision for Developed India by 2047 at CII Business Summit
Speaking at CII Annual Business Summit on 30th May 2025 in New Delhi, Hon’ble Minister Mansukh Mandaviya, Minister of Labour & Employment and Youth Affairs & Sports, Government of India outlined a five-pronged strategy to transform India into a developed nation by 2047. He reiterated a citizen-centric growth model, he reiterated the government’s commitment to fostering an enabling environment for inclusive and sustainable development through skilling of our youth, leveraging India’s demographic dividend, and nurturing a culture of innovation, responsibility, and national pride.
Hon’ble Minister stated “Government’s vision is grounded in India’s demographic strength and cultural legacy. It is committed to preserve and take inspiration from India’s rich tradition and leverage the nation’s demographic advantage, as 65% of India's population is below the age of 35. This young population holds immense potential to drive growth across all sectors of the economy, towards which a focused effort is required to channelise this energy effectively.”
Calling upon every citizen and industry members to be a stakeholder in the country’s progress, Hon’ble Minister emphasized the duties of individuals in national development. “With a population of 140 crore, the responsibility for progress lies with each one of us,” he stated, underlining a collective approach to nation-building. He also spotlighted India’s robust economic rebound, noting that the country continues to be the fastest-growing major economy, maintaining a consistent GDP growth rate of 6–7%.
Appreciating CII’s efforts by highlighting its initiatives, he underscored that CII MCCs are perfect example of industry connect which can bridge the employment gap. He mentioned his visit to CII at Gurgaon and added that he had launched the Education2Employment (E2E) Lounge, which are aimed at boosting youth employability and workforce readiness. He said the Ministry would partner with CII to establish 100 such E2E Career Lounges across the country.
He presented a virtuous cycle of economic growth driven by wealth creation, increased purchasing power, job creation, and enhanced productivity. He urged citizens to seize the opportunities emerging in the Indian economy and to work collectively toward building a prosperous nation.
Moderating the session, Mr R. Mukundan, Vice President CII, said that employability is a critical part for the industry as flow of talent is ultimately to the respective organizations. It is important to create a structured ecosystem by which the industry can leverage the benefits of India’s demographic dividend not only for Indian Industry but also globally.
Mr Sanjiv Puri, President, CII, thanked the Minister for being a responsive leader by enabling ease of business, increasing flexibility in labour market and for implementing uniformity of labour laws across the country. He requested minister to facilitate international mobility of skilled Indian talent by mapping global job opportunities, skilled demand and training needs.
Mr Chandrajit Banerjee, Director General, CII, applauded the minister for his visit to the Gurugram Model Career Centre and for encouraging the participants. He apprised the Minister that under his guidance CII is working to increase the number of MCCs throughout India and is in process to establish 100 Education to Employability (E2E) Career lounges. He also informed that CII has established a project management unit in partnership with the ministry.
Mr Raimund Klein, Chief Executive Officer, International Centre for Industrial Transformation, said that aligning with India’s Vision of Industry 4.0, INCET and CII are driving India’s digital transformation by bridging industry and employment gap through AI-driven, human-centric training. With a focus on upskilling micro-MSMEs, AMERI is building IT infrastructure, and promoting its ethical use. This vision is now further strengthened with the MoU signed between CII and INCET on 25th April 2025.
Mr Thomas John Muthoot, Chairman Muthoot Pappachan Group, apprised the audience that to serve the rural community, the organization recruits from the community, at present it is one of the largest rural employees. He stated that over 38% of its rural employees are women, and it continues to have this sustainable model of recruitment.
Mr A R Unnikrishnan, Managing Director, Saint-Gobain India Pvt Ltd – Glass Group speaking at the session emphasized on three aspects - Learning while earning, identifying and supporting economically backward people & school dropouts and giving them stipend for 3-4 years to develop skill and then giving them opportunity to learn while earning. To take industry to the academia, wherein the industry does not wait for the talent, he emphasized skill building at scale through respective sectoral specific academy.
Mr Arvind Goel, MD & CEO, Tata AutoComp Systems Limited, highlighted that India’s youth can drive high power and high-quality exports at exponential levels across the globe through short term courses. Initiatives by TCS have structured learning programmers for skilling blue collar and white-collar jobs. Centres established with collaboration of Tata Electronics have trained over lakh sswomen, especially from rural India.
The event underscored the critical importance of collaborative efforts between the government and industry in realizing India’s vision of a skilled, empowered youth driving national growth. A strengthened partnership between CII and the Ministry of Labour & Employment will be pivotal in bridging the employability gap and unlocking the full potential of India’s demographic dividend.
