August 8, 2013 at CII Central Office, Lodi Road
The Planning Commission, Government of India along with India@75 Foundation had launched India Backbone Implementation Network (IbIn) on 19 Apr 2013 at New Delhi. Designed as network, IbIn seeks to systematically convert contention to collaboration, confusion to coordination, and intentions to implementation across the country by institutionalizing the use and application of tools and techniques. It has been conceived as a network of partners, organizations from government, private sector, not-for-profits, and the civil society sector. India@75 is hosting the first node for this seminal movement of change.
The IbIn model is inspired by the Total Quality Movement (TQM) model in Japan. TQM established Japan as an international benchmark of quality in less than two decades. The IBIN model has drawn learnings from Japan and Malaysia and has been adapted to Indian environment. The model has been endorsed by domain experts and has been incubated in the Planning Commission.
The nodal IbIn team has already been formed and has shortlisted few projects. The website will enable sensitization of the people and also showcase the case studies of successful application of the concept besides a host of other knowledge. It will be a platform to engage stakeholders, enablers, facilitators and sponsors to come together for a common national cause.
Speaking at the occasion Mr Arun Maira, Member Planning Commission said that “IbIn is a catalytic movement aimed at relieving chronic problems making implementation of policies and projects difficult in the country. IbIn helps to convert contention amongst stakeholders into collaboration and confusion into coordination with systematic processes and techniques. Many partners are joining the movement since it was launched in April 2013 and several projects are being formulated. A web-site had become necessary to make information about IbIn widely accessible.”
Mr Chandrajit Banerjee, Director General Confederation of Indian Industry said that “ through IbIn, India can leverage on the strengths and competencies of the industry to improve public service delivery. IbIn will surely build systemic synergy and take us into a new era of process-oriented, collaborative solution-based problem solving.
Mr Rajan Navani, Chairman National Committee on India@75 said “IBIN best captures the audacity of the India@75 Vision, it is time to spread the movement and unleash India’s potential, to truly build an India@75. However, to make real change, India’s implementation challenge must be addressed, IbIn is a first step to achieve this objective in a collaborative and participative manner.
Today India@75 also commemorates the birth anniversary of Late Prof CK Prahalad, professor of strategy at Ross School of Business, the University of Michigan, who seeded the idea and concept of India@75 i.e. vision 2022 , To have an India that will actively shape the new world order through economic strength, technological vitality and moral leadership, when it achieves 75 years of independence. It is in pursuance of this vision that India@75 continues to strive for collaborative and participative action by stakeholders. IbIn, designed as a capability for institutionalizing stakeholder alignment and project management, is critical to enabling us to propagate this concept.
